The report of the Lagos State Panel of Enquiry instituted to investigate the October 20, 2020 shootings that took place at the Lekki Tollgate in Lagos during the EndSARS protests, was on Monday, submitted to the state governor, Babajide Sanwo-Olu.

The report indicted the Nigerian Army and the police for shootings that led to the killing and harming of unarmed peaceful protesters that are put at 48 persons.

Led by Justice Doris Okuwobi, a retired judge, the panel recommended that all soldiers deployed in the Lekki tollgate on the said day should be made to face appropriate disciplinary action, be stripped of their ranks and dismissed saying they were not fit and proper to serve in any public or security service of the nation.

Expectedly, reactions have been tripping in from many quarters with many of them seeking for the implementation of the report amidst the clamour for compensation for the victims as recommended by the panel.

While responding, the United States government said it welcomed the conclusion of the inquiry even as it awaits the Lagos State Government’s response “as part of a process that represents an important mechanism of accountability regarding the #EndSARS protests and the events that took place near the Lekki tollgate on October 20, 2020.”

“Those events led to serious allegations against some members of the security forces, and we look forward to the Lagos State and federal governments taking suitable measures to address those alleged abuses as well as the grievances of the victims and their families,” the US government noted.

On its part, the United Nations Resident and Humanitarian Coordinator for Nigeria, Edward Kallon, noted that the submission of the findings of the judicial panel would accelerate the process of justice and accountability.

“I welcome the submission to the Lagos State Governor, Babajide Sanwo-Olu, of the reports of the judicial panel on claims of brutality and shooting in the Lekki area of Lagos State during the 2020 #EndSARS protests.

“I urge the government to implement the recommendations of the judicial panel of inquiry to rebuild trust and start the process of healing and reconciliation.”

While the Lagos State government looks set to issue a white paper towards the ‘quick’ implementation of the report, the Defence Headquarters is unhappy about the channel through which it was released.

“But I’d like to indicate that the normal procedure is to have such a report submitted to the convening authority. Then, there will be a White Paper that will be presented, based on which one can make informed comments,” Chief of Defense Staff, General Lucky Irabor had noted in his immediate reaction to the report and cautioned against disparaging the military over the report while insisting that troops conducted themselves professionally at Lekki Tollgate.

The question on the lips of those close to government is however to understand the rationale and motive behind the procedural breach as raised by the Chief of Defense Staff, much more, when the government at the centre did not interfere or indicate interest in the outcome of the report.

Surprisingly, unknown to many, the report has become a political weapon in the hands of the chieftain of the All Progressives Congress, APC, Asiwaju Bola Ahmed Tinubu and his surrogate, Governor Babajide Sanwo-Olu who have chosen to weaponize the document to settle political scores with the President Muhammadu Buhari-led administration.

This newspaper sniffed that the Jagaban, as Tinubu is fondly called is unhappy with the political direction that appears not too assuring for his much publicized 2023 presidential ambition considering his waning influence in the party and dwindling popularity, especially the fragmentation of the APC in the Southwest where he’s seen as an authority. Insiders also revealed that he is worried about abandonment among his lieutenants who considered that his health and age would prevent him from being an active and productive president.

Insiders said the APC National Leader, who suffered losses from attacks on his businesses, including that on the company belonging to his son during the 2021 protests, has not recovered from image crises and public perception, and is bent on embarking on damage control using the same subject of ENDSARS to change the narrative.

The plan now is to turn the table against the Federal Government while Tinubu and the Lagos State government are seen as truth seekers who did not only unearthed the truth surrounding the 20th October, 2020 shootings but willing to implement the recommendations of the panel ‘for the love of the people.’

Also, the former Lagos State governor is reportedly bellyaching over what his camp considered to be his entitlement to seamlessly succeed President Buhari in 2023, but are beginning to feel shortchanged that after all Tinubu did to install Buhari as president, the pendulum of power may not tend to his direction and they want the president and his government punished.

Although the Federal Government is yet to make an official statement on the unsettling report, political watchers are however of the opinion, that it has raised questions about the sincerity of the information offered by its officials which got government at loggerheads with the youths and the civil society organisations.

Already, calls are being made for the removal and apologies from top government officials believed to have misled the public and the international community over the Lekki Tollgate shootings

Late Atage: Chidinman lied about her identity at the apartment – Witness

Nkechi Mogbo, the owner of the short-let apartment at 19, Adewale Oshin Street, Lekki Phase 1, where the body of Super TV CEO, Usifo Ataga was found, has explained why the details of Chidinma Ojukwu, the prime suspect in the murder case, was not captured in the facility’s logbook.
Mogbo, a witness in the case had last week narrated how different leads pointed to Chidinma as the prime suspect in the case.

Giving an account before the court, Mogbo had explained the mode of the transaction between her firm and Chidinma.

However, when the trial resumed on Monday, she was cross-examined by Onwuka Egwu, lawyer to Chidinma, who queried why there was no proper identification of the young lady prior to her lodging in the hotel.

Responding, Mogbo said Chidinma lied that she was just returning from overseas and only wanted to isolate due to COVID-19 protocols in place as her means of identification were with government officials at the time.

Also, Egwu asked if Mogbo was registered with the Nigerian Tourism Development Corporation but the property said no.

Also, Mogbo was asked if there was CCTV installed in the apartment but she claimed it was still being installed as of the time of the incident.

Onwuka Egwu reportedly did a cross-examination for Mogbo which lasted for almost three hours.

Meanwhile, Chidinma was not questioned but was arraigned before the court alongside Quadri and her sister.

The two defendants, Chidinma Ojukwu and Adedapo Quadri, are facing the first eight counts on the charge bordering on conspiracy, murder, stabbing, forgery, making of bank statements and stealing.

The third defendant, who is the first defendant’s sister, Chioma Egbuchu, is facing the ninth count charge of stealing an iPhone 7 belonging to the late Ataga.

Last week, the apartment owner said she advertised her apartment on property websites like Airbnb for a short stay and had agents on the market that advertised for her.

“It is a self-serviced apartment, fully furnished with TV, DSTV subscription, internet, kitchen alliances, 24 hours power supply, and others.

“The only time we come to clean is just to take out the trash, that happens every two or three days,” she had told the court.

She added that when clients get access through the agents or via the websites, they get direct access to her for booking and possible negotiation.

“On June 13, it was on a Sunday, I was at home. About 4pm, I got a phone call from a private number, the first I ignored and the second I picked up. Then there was a lady who said she saw the apartment online and enquired as to whether we have the necessary facilities, to which I responded yes.

“She said she would like to have a look at it and I said she could. She sent a message on WhatsApp with the picture of the apartment obviously indicating where she got it from. I sent her the address and she confirmed she would be on her way to the place.”

She said she further put a call through to the security, Abubakar, explaining that the lady would be coming to see the place.

Upon checking, the lady, who identified herself with the name ‘Jewel’, said she would take the apartment for three days.

“She asked for payment details, which I forwarded across to her, within a couple of minutes, she sent the proof of payment of N125,000. It contained the initiator of the payment, Michael Usifo, from a GTBank account, the time and date of the transaction, and my name as the recipient,” she said.

The owner said following the payment, the security man handed her the key to the apartment on the same day.

“Two days after, at about 5:30pm – June 15, she was due to check out on June 16, I got a message from the lady that her friend would like to extend for three more days, and that he would be making the payment the next day, which would be on the 16th.”

She said at 10 am on June 16, she received a credit notification from the same GTBank account, confirming payment of N50,000 for two additional days by the same Michael Usifo.

“Hours later, I put a call across to my security man on a different issue, upon which he made a remark that they had noticed a body on the ground of the said apartment.”

Mogbo told the court she immediately started panicking but asked the whereabouts of the lady because the security man confirmed the deceased was a guy.

“He said she left the night before at about 7:30pm to 8pm and didn’t return. I got off the phone and tried to reach the lady. I put a call across to her but she cut the call, she then sent a message saying she was in a meeting. I didn’t want to alert her as to what I was aware of.

“I carried on, saying the payment which she sent in the morning, unfortunately, wasn’t credited; I told her, so can you make the payment again because I made a mistake to acknowledge receipt? She said she would reach her friend for him to make the payment.

“Couple of minutes after, I got another initiation of payment for the same sum of N50,000 from the same initiator, the person of Mr Michael.
“When she made the payment, I was already on my way to the property to get a proper understanding of what had happened, after which I went straight to the police station,” she narrated.

She further said she sent a message to the lady that she had received the initial N50,000 which she (the owner) claimed she didn’t receive, and that she had given the security man the cash of the extra N50,000, so she should pick it from him.

“I devised the means to lure her to come to the property, after the security had confirmed she left the day before. She sent a message that she would like to use the N50,000 for another two days.”

Mogbo further narrated that she filed a report at the Maroko police station, and police officers followed her back to the apartment to get photographs and a better understanding of what happened.

She said she wrote a statement and the police arranged for the body to be taken out to the morgue and took his personal items including the car as evidence.

She said she reported back to the police station the next morning, and they went to state CID, Yaba, where she met with the Deputy Commissioner of Police.

“I was made to write more statements and was detained for seven days, to assist with the case. During this time, I was interviewed, they collected different evidence.

“On the sixth night, I was called by the DCP to his office; there was a young lady present, two older ladies, and a couple of officers. He asked me if I could recognise the young lady and I said no.”

She said it was at that point she remembered she had a picture saved on her phone, and that she pulled out her phone and asked the lady if it was her, to which she confirmed yes.

“The security man, whom she was in contact with and always calling to put in the generator or pump the water said one day, she mistakenly called him with her number around 2:30am, after which she hung up and called with a private number telling the security man to turn on the generator.

“During the investigation, the security man passed the phone number as a possible lead. He saved the number and was able to get the photograph used as the profile picture.

“During the police investigation, when my phone record was printed, the same number also matched my incoming call number on Sunday 13th June, which the caller tried to hide, but couldn’t hide from the network providers,” she narrated.

Mogbo further told the court that the suspect, now identified as Chidinma, avoided calling with her phone number as the WhatsApp chat history between them was with a foreign phone number, registered as an American number.

She told the court that she provided all the chats between them and sent them to the police by email and also printed a copy while in custody.

Ataga was found dead with multiple stab wounds on June 16 at a service apartment on Adebowale Oshin Street, Lekki Phase I where he had checked in with his lover, Chidinma.

Chidinma, who was consequently arrested on June 23 over the murder of Usifo Ataga in a service apartment, said she was able to kill him because he was weak.

She confessed to stabbing Usifo with a knife under the influence of drugs and withdrawing N380,000 from the victim’s account with his ATM card.

She, however, recanted later in a video, saying she acted in self-defence.

Usifo, 50, was buried on July 30.

The duo of Chidinma and Quadri were also accused of committing forgery by procuring and making bank account statements purported to have been made by the deceased.

They were also alleged to have forged the United Bank of Africa account statement of one Mary from June 1, 2021, a passport and a driver’s license in Chidinma’s name.

He claimed that the Minister had previously assigned him 29 cases to handle, but that he was unaware of the plan to raid Justice Odili’s residence. The Minister quickly issued a statement stating that he would not hire a quack as a consultant.

Malami revealed in an interview with Channels TV on Sunday, November 14 that he had never set eyes on Ajojo before in his life.

”In terms of knowledge by way of either a relationship or distant or close, I do not have any relationship whatsoever with Lawrence Ajojo. I do not know him. I do not engage him. I do not instruct him formally or informally. That is the true position of things as far as Lawrence Ajojo is concerned.

I have never given him a single case and if I have given him 39 cases, let him show the evidence of engagement. I have never seen this man on earth. God knows.”he said

Identity of lady electrocuted in Obi Cubana’s club revealed

Had the tragedy on Saturday at Obi Cubana’s Hustle and Bustle nightclub not happened, Susan Oleghe, would by now be marketing her bespoke shoes to her well-heeled Abuja clients and hoping to catch new clientele.

Though young, the entrepreneur was the CEO of Korporate_Legz, selling online an assortment of footwears, from sandals to designer shoes to men and women, who could afford her prices.

“My name is Oleghe Susan. I am the CEO of @korporate_legz. No fake No scam,” she announced in an Instagram post on 21 May, 2019 that bears the hashtag of her company.
She also posted her photograph for authentication and a dateline that showed she was writing from Apo Quarters, the home of legislators in Abuja.

Business must be booming for Susan, until the fatal decision Saturday night to unwind, along with her friends, at the popular hangout, Hustle and Bustle, owned by businessman Obinna Iyiegbu, a.k.a Obi Cubana.

According to a report, Susan was leaving the club when she misstepped on a metal rod.

Another report had said she touched a metal door, as glimpsed from a replay of the club’s CCTV. Either way, the unexpected happened. She was electrocuted.

“They were about to leave the club and she tripped by a floor that doesn’t look well laid. She fell on a metal rod. The metal rod has high voltage wires for lightnings or whatever in it. And it was covered with metal for aesthetics,” a family source told reporters.⁣

.⁣

Worrisome was the report that the club was initially indifferent to the tragedy.

The club was however forced to shut down, when some security agents came calling.

It took the club many hours to announce the tragedy shutdown, without even a mention about the identity of Susan and the cause of death.

“We are closed till further notice. This is due to the loss of our esteemed client”, the club announced on Instagram.

“We are deeply saddened by this situation and need time to heal from it. Our prayers are with the families of the lost soul. May her soul Rest In Peace.

“We sympathise with the family on this unbearable loss.

“Kindly bear with us as we pass through this storm.”

Meanwhile, Susan’s family are said to be planning to drag the club and its owners to the law court, obviously to claim damages for criminal negligence.

The United States Tuesday said it is awaiting a response from the government on the report of the judicial panel of inquiry on the killing and assault of #EndSARS protesters.

“We look forward to the Lagos State government’s response as part of a process that represents an important mechanism of accountability regarding the #EndSARS protests and the events that took place near the Lekki Toll Gate on October 20, 2020,” US Embassy in Nigeria said in a statement.

“Those events led to serious allegations against some members of the security forces, and we look forward to the Lagos State and federal governments taking suitable measures to address those alleged abuses as well as the grievances of the victims and their families.”

The Lagos Judicial Panel of Inquiry on Monday submitted its reports on the cases of killing and assault by security personnel during October 2020 #EndSARS protest.

The report contained a list of recommendations for implementation to the Lagos State governor Babajide Sanwo-Olu.

The panel led by Justice Doris Okuwobi in the report submitted to Lagos state governor, Babajide Sanwo-Olu, on Monday, said at least 48 protesters were either shot dead, injured with bullet wounds, or assaulted by soldiers who were at the Lekki toll gate on October 20, 2020.

The Nigerian government, military and police who had denied that any killing or massacre happened at the Lekki Toll Plaza of the #EndSARS protest in Lagos are yet to speak on the report.

However, the United States Mission in Nigeria said it welcomes the conclusion of the Lagos State Judicial Panel of Inquiry with the transmission of its final report while anticipating government’s response to revelations in the report.

The report said the “Nigerian Army shot, injured and killed unarmed helpless and defenceless protesters, without provocation or justification, while they were waving the Nigerian Flag and singing the National Anthem and the manner of assault and killing could in context be described as a massacre.”

From Monday, Nigerians will pay N13,766 and N26,829 more to get the 11 power Distribution Companies (DisCos) to provide them with single phase and three-phase meters, according to an order approving this by the Nigerian Electricity Regulatory Commission (NERC).

According to a letter addressed to the Managing Directors of the DisCos by NERC on 11th November 2021 (Thursday), a single phase meter has risen by N13,766 per unit from N44,896.17 to N58,661.69 while a three phase meter will now sell for N109,684.36 which is N26,829 increase from the current N82,855.19.

However, these costs are not with the 7.5 percent Value Added Tax (VAT) which the DisCos will include at the point of sale.

Daily Trust reports that with the 7.5% VAT, a single meter will now have N4,400 as VAT to sell at N63,061.69 while a three phase meter will have additional N8,227 for VAT to sell for N117,911.36.

The N18,166 and N35,227 – plus Valued Added Tax (VAT) increases in the prices of the meters are coming ahead of the Phase 1 of the federal government’s National Mass Metering Programme (NMMP) and the Meter Assets Provider (MAP), another existing metering scheme.

Justifying the increase, the power regulator said: “Pursuant to the provisions of the MAP and NMM Regulation, NERC noted the recent changes in macro-economic parameters and hereby approves an upward review of unit price of meters.”

NERC in the letter signed by the Chairman, Engr. Sanusi Garba, said the Commission arrived at the approved unit price by considering the rise in the foreign exchange (forex) and inflation rate since the last review in June 2020.

“The price review is subject to change upon the conclusion of the procurement process under phase 1 of the NMMP. This price review is effective from 15th November 2021,” the regulator added.

Electricity consumers faced multiple increases in the prices of meters in June 2020 when NERC hiked the price by about 14%. While the meter price increased due to the new 7.5% VAT, it further increased in July following forex challenges.

According to the pricing template in April 2020, a single phase meter sold for N39,991.50 while a three phase meter went for N67,055.85. However, with the pricing template of NERC in June 2020, the single phase meter rose to N44,896.17 while the three phase meter sold for N82,855.19.

Analysis shows that the single phase meter rose by N449 which is 11%, the three-phase meter rose by N829 (18%).
The 11 DisCos then included the 7.5% VAT and as at today, a single phase meter goes for N48,263 while three phase is N89,069.
